Weird fan issue

I have a 97 outback with a 2.5L. I have been having some overheating
issues with the vehicle. I checked fluid level, bubbles, etc. The t-
stat, head gaskets, water pump, and hoses have all been replaced about
15k miles ago. I started test driving and pulled over to check hose
vacuum while the engine was overheating and noticed that neither fan
was running. After returning home, i tested all relays and they
seemed to work fine. The last thing i checked was the sub-fan. With
the car idling, i turned on the A/C and both fans started right up.
After cursing a few times and kicking the tire, I turned to the
internet.

Why will the fan come on when the A/C is engaged, but not when the car
is overheating???

I hope someone knows what is going on.
