I'm looking at a 2014 Crosstrek that when under low speeds with the breaks applied there is a bit of a lurching (this is below idle speeds and with no load). It feels almost like it could be a warped breaks but breaks feel fine at anything more than a grandma's slow walk.

Is this just how the CVT is at very low speed or could this indicate a problem?

Have the fluid and filter looked at but there may be an adaptation and or software update for the controller.
Have the CVT controller tested for recorded faults.
If it does work out, oil changes should be performed every other year on the CVT.
The oil, clutches and band work very hard all day long.
The worse case is when debris begins to enter the oil control system.
