Impreza 2008 turns twice

So i bought an impreza 2008 2.5 non turbo
When i go to turn the key, let it do its cycle, turn it with the foot on the clutch nothing happens.
If i turn to off then turn it quickly the engines turns twice then stops.
Once in a blue moon the car will start ..
i was told it could be the ignition .. the started, the clutch switch.. now just looking for advice if anyone had this problem before!

Check the battery and connections.
Check the battery negative connection to the body.
Check the body to engine ground straps.
Check the positive connection to the starter.
With the vehicle in neutral ONLY, find a "push button" switch with two clips, one to positive of the starter, other to the solenoid.
Push the button and the starter should spin / crank the engine.
Report these tests.

The starter should engage / crank. Replace the starter but inspect the ring gear for damaged teeth.

Exactly the flywheel where the starter engages, inspect it 360 degrees.
If the starter was not engaging, either the solenoid is not pushing the starter drive forward or starter clutch drive is damaged.
Either way, if the flywheel proves intact and no damage, replace the starter.
