Cooling System Of 2003 Outback Sport

Hi,

The cooling system of my mom's 2003 Outback Sport will auto ON for 5-10
seonds every 15-20 seonds
if the fan was on ( not using the heat or air condition).

Temperature reading is in the middle of the meter.

Same result running or idle.

Works like normal car if fan was off.

The dealer didn't give any answer just say it will auto ON/OFF if needed.

Is there a problem or normal behaviour for Outback Sport ?
