2007 Outback Power Outlet

My wife just purchased a very nice 2007 Outback wagon, LL Bean Edition. The
power outlets all go dead when the car is shut off. Is there any way to
make them "hot" all the time?

The problem is the cell phone is not getting enough "recharge" time with
this car.
