Why no cooling options?

What with so many pet owners out there, it's amazing to me why there are no viable cooling options for parked cars readily avaliable. With current battery tecnology, they should be everywhere. It's not exactly rocket science.
Am I going to have come out of retirement to get this done too? If you know of something real, please let me know but so far my searches have come up no joy.
