What the heck? 1992 Loyale wagon 109k miles

I just got my 1992 Loyale wagon(non turbo) back from the shop. Charged $525.00 for a tune-up. My chief complaint s that in town, the engine heats up and runs up to the hot setting by gauge in my wagon. On the freeway, it’s fine. Radiator fan or other possible issues to look at ?

I would be suspicious of a faulty/worn water pump.

I think your on the right track by considering the cooling fans. At freway speeds there is enough air coming through the radiator that the fans are not needed. However in town the fans are necessary to keep air moving through the radiator.
