Turning Driver Side Camshaft for timing

Aloha from Big Island Hawaii.
My daughter has a 2005 Subaru Impreza RS 2.5 L SOHC and we recently replaced the valves and then reinstalled the headers. After putting the engine back together again, I noticed the driver side cam shaft wheel is not properly lined up for the timing belt to go on. Is there a safe way to turn that to line it up? I have searched the internet and youtube and cannot find any help at all.
Any help and guidance would be greatly appreciated.
