Towing

I have a Subaru Outback 2.5L with a Draw Tite 4500 lb towing hitch. The Subaru manual says WITHOUT a braking system on the utility trailer, you can only tow max 1000 lbs. Are they being extreme liability conscious or can it handle more towing weight?
 
The Towing capacity of an Outback with 2.5L is 2700lbs. Your 4500lb hitch is overkill.
