Speed Limiter for Teen Drivers

I have set up the StarLink to alert me via email if my son goes over 60 mph for more than 30 seconds. While that is somewhat useful. Its annoying when he is on the interstate where the speed limit is 70 mph and its not at all useful when he is going 45 mph in a 25 mph zone. Is there a way in StarLink (or via an accessory device) to limit my son's Subara to go no faster than say 5 miles over the posted speed limit on any given roadway? The mapping system knows the speed limit, is there a way to link that to the accelerator to limit how far over that speed limit the car can be driven?

So I called Starlink and there is nothing that you can do to alternate between different speed limits on there. I am looking into a few alternatives and will let you know if I find one
