Replaced TCM on a 2013 Impreza

I replaced my possibly bad TCM with a tested used TCM. After replacement the car would not start. I know it might have to be "Flashed" at a dealership. Does anyone have a experience with this situation? Does the car have to be running to be "Flashed"? It's a 2013 Impreza 4 door hatchback with Cruise. Thanks
 
I'll be honest I'm not sure. If the car started before the replacement and doesn't now the issue is the tcm. As to flashing while it's running I don't think it needs to be running.
