Question on horns for '03 Baja

Anyone know what the little black thingie is below the horns in an '03 Baja.
The dealer closed about 2 hours ago and I was replacing the horns and wondered
what that little black thingie was. Looks like a circuit breaker but doesn't
act like one.

When in doubt, bend a paperclip and bridge the circuit
