power steering

Hi all I'm new here and I have a question. On a 2005 outback 2.5l non turbo when it gets very cold out (below zero) the power steering quits or gets very hard to turn. it has done this to me twice and it works when it warms up. It acts just like the early 90's rack and pinion steering on the gm cars. Thanks for any replies.
