Blue smoke

My 2019 Impreza is blowing blue smoke on start up when the engine is cold. It doesn't is always happen and is more likely after a longer drive. It is a quart low 3000 miles after a change. Is this something to worry about?

Service oil and filter changes at 5,000 Miles.
Perform compression test.
Perform cylinder leak down test.
Perform coolant pressure test.
Replace PCV Valve.
Monitor engine for fault codes.
