98 2.2 head gasket and timing

Doing the head gaskets and trying to set the timing, on the motor its set and #1 &#2 pistons are at top of stroke, but the left side cam has the intake valves open I haven't tried to install it yet because it seems like the valves are going to hit the piston and spin the cam. Does anyone know if the valves stick out like that or did something get put back together wrong at the machine shop? If not what's wrong with it? All timing marks are lined up passenger side head all valves closed, drivers side head #2 intake valves open #4 exhaust valves open, #1&#2 pistons at top of stroke. Thanks in advance!
