2021 outback Weird piece of foam loose on top of my splash pan

Routine oil change; I decided to remove the lower splash pan in order to do a visual inspection. Found this odd piece of foam. Any idea where this should be located? It's got residual glue on the 130mm side. 20mm thick and pretty clean over all. I'm not 100% sure it actually belongs to the car
