2008 Subaru Impreza steering lock is not working

I recently bought a 2008 Subaru Impreza STI. It is a nice care but it has a broken steering lock. The ignition switch lug does not engage when the car is off with the key removed and as a result the front wheels turn freely from left to right. Is this safe? I would appreciate any help/guidance in troubleshooting this problem. I couldn't find a troubleshooting protocol in the factory service manual. It would be helpful if someone could direct me to the appropriate wiring diagram or suggest the component that controls this locking mechanism. Thanks in advance.
