2001 EJ25 having issues

I have a 2001 legacy 2.5 converted into my Vanagon and this hesitation at 4k rpm has been an ongoing problem. Sometimes it’s goes away and other times it’l get worse. I’ve tried cleaning the MAF with the specific cleaner and that has done nothing. Also sometimes it feels like it has no power when trying to go up hills no matter the RPM, not sure if this is related or another problem. Any help appreciated!
