2000 subaru outback (legacy, don't know if that matters?) My question is,

The born on date says 1999, but the title and registration say 2000... im looking to buy a Chilton or Haynes manual but unsure which one is appropriate for my car or if that 1 year (or 4/6 months) makes a difference???

Model year. That would be the 2000. Born on is manufacture date, which will get you close as long as you know the month. Usually 4-6 months in advance of the Model year.
