05 subaru legacy 2.5i sohc non turbo automatic no crank first time but starts second time

New to this car never drove it when I bought it with a bad motor , got motor rebuild done and everything back together went to start car and it just clicks , clicking noise coming from the EGR valve body not the starter . If you leave the key in the run position and turn it over again it starts right up battery is good starter is new cleaned EGR valve but still does it every time tried putting it in neutral and still the same problem every time will not crank first time you turn the key but will crank and start the second time every time does any one have an idea of what this problem could be
