Takata Recall and Subsequent Problems in Getting the Emissions Test Completed

We have a 2013 Forester that was included in the Takata airbag recall. The airbag was replaced by Subaru dealer. Subsequently, I have to tried to get it recalled in New York State and it cannot pass the emission the emissions test. My mechanic has tried it several times. He said that he thinks that they disconnected the battery and that is causing the problem. Is disconnecting the battery part of the process?
