Parking brake sticks

I have a 2012 outback and the parking brake sticks, it being the same as the Hill brake that also sticks. The car will not move unless it is put in reverse then forward at least once. Seems like there is a switch sticking or not working.
Would appreciate any suggestions, thanks

Maybe the spring that operates the rachet went bad.
