Outback rear brakes, 2014

The rear brake rotors have lots of rust and corrosion on the brake pad rotor surface. Most on the outer and inner most edges of the rotor. The car stops normally. It would seem the rears are not working correctly. Other outbacks I have seen have normal looking shiny rotor disks. It would seem if the rear calipers were working properly the rotors would be clean. Fluid is full. Is there a proportioning valve that can shut the rear brake off?

I guess this ISN"T the forum to ask questions about your Subaru. Not hardly one response to any question about the Subaru. Nobody knows anything about the Outback?

The rust is normal. Try to measure width of disk. If the disk shiny on front the brake is working. Also measure break pads
 
Rust on the surface of a brake disc isn't normal. If the pads were pressing on the disc there wouldn't be rust. I have looked at many outbacks back brakes and haven't seen any rust. Brake disc and pad thickness was fine.
