short question:

is it legal to make a right turn on red light without a stopping the
vehicle?
 
No, you must make a complete stop. I see many people every day treat it as a
yield.

And complete stop is the key. A "bump stop" will get you a ticket. Not
that I'd know personally.

Also (in the U.S.) right on red is is not universally true for all
locations/intersections, but at least those few where it is not legal
signage is present to indicate as much (not unlike no left turn on green w/o
arrow signage).

No. Although having lived in both CT AND NY, I've noticed that
Connecticut drivers tend to treat it more as a suggestion than a rule
while in NY they're much compliant. Isn't just an idle opinion, I'm
in urban planning and traffic control and have studied such stuff,
though never specifically quantified the ROR phenomenon. May just be
be that law enforcement has a different tolerance for it. Interesting
footnote, here in NY State it's legal to make a right on red EXCEPT in
municipalities with a population over 1 million. Of course, that's
only one of many state laws that are designed just for NYC. A village
(pop about 6,000) a few miles north of the city tried to get the same
exemption but NYSDOT and then an appeals court ruled that they
couldn't. So they just posted no turn on red signs at every light
(they have maybe eight lights). We also have a left on red law if the
streets are both one-way.

In my non native version of English it still does :). I was very tired
too when I wrote it and have noted that quality of English language
generated by my brain drops rapidly then ... Does this come thru?

Yeah, much better. Some of native-English speakers don't do well until
after the 2nd cup of coffee. Alas, some English-speaking folks haven't
a clue about their own language.

My guess was you meant to say that, ahem, "someone" got a traffic
violation ticket through the [snail] mail because they were caught on
camera. They are propagating. Cameras are showing up lots of places
and are growing in number. One guy got nabbed for speeding by a
radar-activated camera that is intended to take a picture of their rear
license plate. To add insult to injury then he also got nailed for
reckless driving since he was photographed reaching over the back seat
trying to get to something on the rear floor.

To know whether a stop was required for a permitted right-turn-on-red
requires knowing where the event took place. Someone from that area
could then answer your question.

No you must stop first. Also depending on where you are a right turn on a red is not allowed period.
 
Here in Ontario Canada it is legal AFTER you do a complete stop and
nothing is coming, on the other hand, not legal in Quebec I like the
yield-stopsign combo that they are puting up now thou
 
In DE you must stop first before turning right on a red light.
If it is legal where you are and you got ticketed, tell them you heard an
emergency vehicle and did not want to block the intersection ;)

It is illegal to go through a red light without stopping. Pretty simple
answer - seems obvious.

Yes you can make a right turn on red unless there is a sign indicating
otherwise. But you have to stop first. It's a red light. Duh!!

You can also make a left turn on red IF you're on a one way street, AND
you're turning onto a one way street going from right to left.

Maybe you should revisit driver's ed.

Hi,

Pretty hard to answer w/o knowing local laws...

Here in California, right on red AFTER a stop is allowed UNLESS there's
a sign prohibiting it. But we do have certain intersections where a
green arrow allows a right on red WITHOUT a stop.

Cameras are pretty unforgiving compared to "live" cops, so it's
important to know what the regs are before trying to "fool" the
camera...
