One key won't engage starter

I have a 2016 Crosstrek CVT that I just bought. The dealer had lost the key with integrated remote and had a regular key w/o remote made. I had the car a week and the dealer found the key. Hurray! The remote works great - locks and unlocks car fine. The key turns in the ignition and starts up the accessories but will not engage starter. The key he had made starts the car just fine. I tried turning the key both directions. It pushes into the start zone but no starter action. Again, right after I can put in the other key and start the car with no problem. Battery and starter are fine.

The dealer needs all the owned keys and all the keys will require programming.
