Electronic parking brake

2020 Outback. Preparing for when I will replace my rear brake pads. Some YouTube videos indicate you need a scan tool to electronically disengage the electronic parking brake. Why? Why not simply have the electronic parking brake off when you turn the car off? I’ve also seen some videos that physically disconnect the electronic parking brake at the rear brakes. Between not turning on the electronic parking brake when I turn the car off, and also physically disconnecting the connection at the rear brakes, won’t that eliminate the need to use a scan tool? Thanks in advance. (I am not referring to physically pushing the caliper pistons back, I know this still needs to be done. I am only referring here to the electronic parking brake.)
