Cruise control

My fully-equipped 2020 Subaru Forester was flooded. I’ve repaired it and the engine starts, but the cruise control system isn't working. I replaced the unit with one from a base-model version and disconnected the EyeSight system. How can I get it working again? I’m a mechanic myself—any help would be appreciated. I’m based in Vietnam.
