Anti-Theft Issue

Good morning,

I need help. I have a 1998 Subaru Legacy Outback. I am currently having issues with the anti-theft system. Let me start off by saying that I do not have the remote fob. I changed the battery the other day. When I reconnected the cables the siren under the hood started blaring and the front parking lights are blinking. I have tried everything that I have found on other forums, bur nothing has worked.
Again I do not have the remote for the car just the key, it doesn't have a chip, just a regular key.

Pushing in the little black button under the dash doesn't work
Turning the key from acc to on several times doesn't work
Disconnecting the battery and reconnecting doesn't work
Cycling the door locks with the key on doesn't work
Leaving the negative battery cable off for 1/2 hour doesn't work.

The system will not reset!

I am at wits end. Is there anyway to disable the system.

If anyone knows anything please advise. I'm desperate.
