91 Legacy starter problems

The car used to run the battery down every night unless I pulled the
fusible link. Then I took it in to a shop and they diagnosed it as the
starter contacts needed to be cleaned. I paid $200 for diagnosis and
starter contact cleaning. Now 2 months later the starter will not turn
over. The battery is fine alternator is fine the lights come on but it
tries to start and can't.
Should the repair shop fix my starter for free?

Are you sure the problem is within your starter?

1) Does the car turn over but not start?
2) Or does the car turn over and the turning over becomes slower and
eventually stops?

If (1), maybe you are having a gas delivery or ignition problem. If
(2), it is probably not starting due to not getting enough power to the
starter. It could be your battery or contacts to your battery. I'd
clean both sides of all wires to the battery, especially the wire from
the battery to the starter.
