2008 Subaru Impreza 2.5i Cam Head Failure

The camshaft seems to have rubbed up against the head and caused a ring shape bump of metal to protrude out of where it sits that can be seen in the pictures. My question is can this be machined?

If any more information is needed I will do my best to provide it.
