2006 Subaru Legacy 2.4L power steering issues.

I replaced my pump a few days ago and I’m still having issues. There is bubbling in my reservoir which I know means the system needs bled. I’m going to do that. But would air in the lines still make it feel like I have no power steering? The wheel is still very difficult to turn.
