Windshield washer pump only getting 9.5 volts

I replaced the windshield washer pump (removed container and flushed it). The pump works (tested with 12v batter) but when the washer button is pressed on the column switch, the pump only gets a little over 9 volts (which is not enough to spin the pump). What would cause the drop in voltage? Battery in the car is at full charge, car starts up and runs fine.

Find a matching wiring schematic and identify this model!
You can follow the Battery Positive path (fused circuit) all the way through to the pump and find the circuit voltage drop "without" the pump connected.
