VIN reads non-transferable

2013 Outback. Where the VIN appears in the front window it now shows "non-transferable" on a bright green background. What gives?

A piece of paper or plastic covering the VIN plate? There is another on the drivers door or "B" pillar. Does it match the registration?
An the history of the vehicle is?

It looks like coincidentally something slid in the VIN spot under the glare shield. Looks like my city garbage/recycle card.

We have a winner!

Loaned the car to my daughter while I was out of the country, so I did not recognize the decal. I, who overthinks everything, thought my bouncing over BLM roads in Utah triggered some rollover/collision device.
