Hooking up flat 4 pin harness

I got a 2009 Subaru Legacy that I'm trying to connect a flat 4-pin plug harness to the back all my connections are good everything's fine only thing I think is maybe I ran my ground wire too long or why wouldn't I have any power coming out of the plug only
