Cruise control

Hi, I have recently purchased a 2012 Legacy 2.0l Diesel estate. When the ignition is turned on, the cruise set shows on dash. When I reach the desired speed, the cruise control will not engage. The rev counter is also erratic. Could this be related to a speed sensor issue?
