Air intake filter issue

hello. I have a 2008 Impreza with a strange issue. It's a salvage job and the air intake was destroyed. Been driving it without the housing, just the filter. Now the filter is worn out and I'm confused about what I need to replace, and where to get it. Do I need a whole new air intake? Can I just get a generic filter and attach it?
 
See here the worn out filter, and the way it's just sitting there in the engine, no air intake housing. What do I need to replace? This all has to be CARB compliant.

Should be able to just clean it out. You can get a can of K&N air filter cleaner. I do believe that filter is cleanable like K&N if it's not one
 
It's not just that it's dirty, though, there are holes in it from bouncing around sans housing. Not sure if that's visible...
 
In that case if you want something the same K&N. They also have kits so you can securely mount it.
