2016 Impreza Sportswagon Limited Coming Out Of A Stop, Initially Sputters And Then At A Subsequent Stop, Doesnt Want To Move

After driving 6+ miles, my 2016 Subaru Impreza Sportswagon Limited will initially sputter coming out of a stop, including having the RPMs race upward without much pressure on the gas pedal(but will eventually come down interestingly with the same pressure on the pedal, and still drive at a low speed); and at a subsequent stop may not even go forward or backwards, until I turn off the ignition; then turn it back on after a moment. In addition, there is a slight buzzing noise that seem to be coming from the engine compartment, such as on the right side, not long after initially starting to drive down the road.
