2001 Subaru Outback Wagon 3.0L - Temp gauge issue

Has anyone ever experienced the temperature gauge being stuck between C and 1/4, even after the vehicle has been driven for a while? Replaced thermostat because thought it was stuck open. No change. Is there a common problem with the Engine Coolant Temp sensor?
