03 forester overheating

I have an 03 forester that started overheating when idling, the temperature gauge would slowly rise until the rpm’s increased, then it would drop back to normal. Cooling fans are working correctly. The problem became progressively worse. The heater would blow cold also when the temp went up so I figured there wasn’t enough coolant flow at lower rpm’s. I replaced the water pump, thermostat, hoses, and radiator ( the top hose connection was broken off so not much to attach to ). After all that it is still overheating, now the temp doesn’t drop even at higher rpm’s. I’m out of ideas.
