Why does owners manual say 2021 Legacy not suited for Towing?

I have an XT, same drivetrain as Ascent and Outback XT, yet Legacy says not suitable for towing. There must be a reason, does anyone know? I wondered do those other models have more robust transmission or oil coolers? Other differences?
