Flustered with my 2000 outback

Ok so 2000 outback Legacy overheating intermittently. Changed the thermostat and hoses, flushed the block and radiator all to no avail. Changed the engine coolant temp. Sensor and now as soon as I start it, the gauge immediately goes into the red. 226,000 miles, not sure if head gaskets have been done. Oil is clean. Sometimes the coolant overflow will be way over full and top and bottom rad. Hoses will be hard. Any help would be GREATLY appreciated.
