2010 Legacy, A/C won't take freon

The A/C has never been cold but it is still cooling the air just not cold (or even as cold as it has been in the past). I have owned this car about 11 years, never added freon before (nor done any work to the A/C)

Had one of those 'do it yourself' nozzle/gauge things from about 15 years ago. Got a new can of freon to top it off. New can of freon seems to fit old nozzle

about 85 in the garage
start the engine
A/C on full cold, fan on max
let run for about 10 min in the garage
hook up freon to low port
registers around 32 PSI (internet tells me I need 40-45 at this outdoor temp)
try to add freon, nothing, nothing goes in. try over and over nothing
unhook and rehook to low port, still nothing. I get the reading of 32 from the system so I assume the nozzle is still good??
try a few more times, give up.

get brand new freon kit, new bottle of freon new nozzle/gauge kit
repeat everything above
still freon not going into the system. New nozzle/gauge is showing about 30 PSI as well.

Any idea what is going on?

I see the pulley on the compressor spinning the entire time. The air is cooler than the outside air, so I know it is, somewhat, functional. No clue what is going on here.
