R160 VLSD locked up?

I have a 2001 EUDM Bugeye WRX which seems to have the R160 VLSD "Version 2" rear diff with the 2 spider gears. Had it out of the car today to change some bushings etc.

Noticed that right and left outputs seemed locked together, as if it had a welded diff. Popped off the cover, can't see any welds, everything looks stock. Subaru's Viscous LSDs should behave like an open one when not being loaded, right?

I popped the driveshafts back in and had my wife turn one and I turned the other. Could not get them to turn in opposite direction more than a degree or two.

Could the VLSD be seized up?

Uninstalled it from the diff housing and planning to remove the ring gear and pop open the VLSD tomorrow. Anything I should know before I open it? And: Do we know what fluid goes in there when reinstalling?
