HID ballast burnt out

Good morning everyone. I own a 2002 Subaru Forester TA-SG5 model SG5A55D. The right side HID ballast (84965FE) recently burnt out. I purchased a third party ballast assembly, but I'm only getting three flickers of light.

Does anyone have experience/advice on this model vehicle?
