Light/Signal Combo Switch 1998 Subaru Legacy

Need some help. I've got a 1998 Subaru Legacy wagon 2.2. The brights on the headlight switch work in the flash mode but not in the continuous on mode. I suspect it's the switch as I've checked all associated fuses and relays and they're good. I've also replaced the bulbs. As I understand it, on this model the entire switch harness must be replaced and not just the module. There's not a shred of info on the interweb about how to do this. I've removed the airbag and the steering wheel at this point. Anybody have any experience with this and can direct me on what to do next? Thanks in advance.
