1999 Forester alarm system failure

Irregularly and unpredictably, the siren sounds, the lights flash, and the starter will not activate. A instruction on YouTube says that jumping the two-wire plug-in for the starter on the black security module under the left side of the dash (US model) will stop the flashing lights, disable the siren, and allow the starter motor to be activated. That did not work on my 1999 Forester. This car no longer needs an alarm system. How can it be completely removed? Thanks for any help.
