1992 Legacy 2.2 Only starts above 40F

Subject car will only start consistently above 40 degrees Fahrn. I place a spot light under the dash overnight and the car will usually start after 6 key turns. Usually I hear a slight buzzing sound under the dash, but not always. I've replaced the started relay, but haven't been able to track the exact part that needs replaced. Any suggestions? Also, I purchased an Innova 5610 OBD2 but need to purchase the connector to adapt to the car pin plug. Suggestions for this would also be appreciated.
