Wheel lock issues

the wheel lock system has become very hard to undo with key in ignition - instead of a smile twist of the wheel it takes a massive hard twist to free the wheel. - someone driving the car (besides me) would give up before the steering wheel is free to use.

Might I ask why the car is being turned off with the pressure on the wheel like that? Does it work fine under normal use?
