Some kind of black box wired under my driver side dash just fell to the floor?
Has title “Spireon” written on it. Does anyone know what it is?

Don't keep it in your car unless you wish someone who probably does not have your best interests in heart to know everywhere your car goes. It seems likely that you bought the car at one of those "buy here pay here" dealers. They put the trackers on the cars so they can locate the car in case you "forget" to make payments.
Before you get rid of it read the All the fine print in your sales contract to make sure it isn't specifically mentioned. If the car is a lease it goes back to the dealer, but I would not think it has to remain in the car while you have it. If you bought the car and it isn't mentioned in the contract then it is part of the car and you can do as you please with it.
