What is the double locking system?

I bought a used Subaru Outback 3.6R, 2012 Australian model, a GEN 5 I think.

The handbook mentions how to turn off the double locking system (presumably if it is fitted).

What is the double locking system and how do you know it is fitted? The handbook does not explain the meaning or function of the double locking option.
